can someone explain why they did this?

"On March 30, 2022, the Company amended the Plan to decrease the number of shares that may be issued under the Plan by 8,000,000 shares"

THey're telling us they need to be able to issue shares, and took back shares from Dowling/Grasser, so why would they reduce the number of shares they had access to?

AND....am I the only one to miss they had reduced the options price to 66 cents from over $4? That is a major red flag they had no confidence it would ever return to $4.
