The wording would suggest that we are now in discussions with a cv-007 partner.
"we are currently moving slowly AS WE SPEAK to partner the program"

CV-007 . . . AGAIN ??!!

"moving slowly"? "GLACIALLY" would be more appropriate.

He should change "AS WE SPEAK" to "AS WE HAVE SPOKEN FOR THE PAST 6 YEARS" !

I was a bit surprised that there was no Q&A. But, if there are negotiations are in the works, it may have been prudent to bypass the Q&A. I'm not even going to second guess on this. None of us can possibly know why, just giving opines, pro or con.
