586M float is considered very low in otcmarkets. If you check any popular otc tickers, you'll see that float is much higher than SFIO.

I personally think it doesn't matter about the float at present considering the low Volume. If there was a float of 10,000,000 the volume would probably still be as usual and that is low volume.
