It really means neither.
As far as indifference, the CEO had his fill of shareholder BS (threats, etc.) and chooses to keep communication primarily through quarterly / annual reports and their website.
They bid jobs constantly, and with the infrastructure and EV $ coming, I'd be stunned if they aren't looking to Hoover up as much of it as they can get!
As someone who has watched JNSH closely for a decade, I will state that I fully believe that the CEO is an honest hard-working man.
