I had a melting Phish logo for a while, then Jerry smoking a doobie until Matt took it off. As I said before, I think DLIS is where the money is coming from, but it is hard to find any info how they run their logistics. My guess is that you are right that they are PO's to keep their(DLIS) inventory stocked for when any agencies want to buy stuff. Or the PO's are done as the orders from the agencies come in. CKYS would have to be prepared for 25M worth of purchase though, thats alot of product. I think the SEC really just didn't like the wording of the PR's, like you said. JMO....

In the event of non-payment, the seller can use the PO as a legal document in a court of law to demonstrate the buyer’s intent and to facilitate collection efforts. Companies usually request POs when doing business with other companies for orders of significant size, as the PO reduces the risks involved."
