What about the rest of the long shadows? No other long shadows are there? The long shadows you are referring to are from the 3 flags on the post behind the signs. If the sun was that low you would see shadows of the fence, shadows from the yellow posts to his left and shadows from the other signs. Note the shadow location of the rope hanging on the yellow posts.
