Sweeneys job is simply procedural/bookkeeping at this stage, as a district judge she has to rubber stamp and reverse her original ruling to match the court of appeals ruling which dismissed the takings claim. There is nothing else to read into here. Only chance the takings case has is if it gets appealed to SCOTUS and they agree to pick it up, thats it. The appeals court has ruled and Sweeney is now bound to apply that ruling at the district court level no wiggle room.
