No it isn't. $60 in cash, no other assets, $93K liability, no operations whatsoever, no revenue, means there is no business being done and nothing to make one with. A $16M market cap "owning" $60 cash with nothing making revenue is no sort of investment grade company at all, especially when you consider the previously mentioned 5-year tinkering that has produced nothing.
WRT "accumulation" and the PPS, there were 24 trades on this stock all day, volume has been minuscule. A "chart" is completely meaningless, can be made to say anything. Nobody is buying the pump, nobody is trading the stock because there's no interest in it.
