Very likely. Though apparently they really are shockingly unprepared.
Maybe Putin really believed they'd encounter no resistance. But that still makes no sense. They'd have needed fuel, which they apparently don't have.
Or is it that he never planned to go this far? Was he so enraged by Ukrainian resistance that he just pressed forward, even though he had no real plan?
