The problem was that Trump was so anti-NATO & anti-internationalism that he couldn't rally other countries to the cause, as Biden is able (see Condi Rice's interview on Fox yesterday)

No one could trust the guy to keep his word about any agreement or pact.

Don't forget Trump also put tariffs on Japan, Canada, China, Turkey, and India (hello inflation and supply chain problems). Tariffs are sanctions.
