Bitrue allows you to buy it, but only with other certain cryptos. In otherwords, they don't allow US fiat on/offramp. as long as you can buy (ether) at another exchange (I use gemini) and send it, you can buy xrp once it clears. FYI, gemini's debit card transactions clear in 24hrs (3.49% fee) after which you can withdraw. If you use the mobile platform to buy the gemini dollars, there are no other charges. Then sell your Gemini dollars for USD and use those funds in the active trader (pro version) on pc or in mobile browser desktop version to trade USD for other cryptos before sending to bitrue. I try to see if I can make my debit transaction fee back before the deposit clears. Sometimes I do, sometimes I don't.
