Sometimes the flare can be a distance from the well pad. A "gathering" line is used to pool gas from several wells, and maybe even oil from several wells, to a central location. In my patch, its very common to gather 1/2 dozen or so wells to a central place.
The location residents may not want a visible gas flare, so Zion might have the flare located away towards a central place to gather multiple wells.
