I'm just not seeing how this can be considered "low float"; 3.7 Bil shares OS is still 3.7 Bil shares! 316,839,161 Unrestricted shares is still 316,839,161 unrestricted shares!!

But just looking at the daily chart it would appear to trade like a low float.
