According to this website, the Toronto Stock Exchange is not closed for tomorrows U.S. Holiday.

Though the TSX (the primary stock exchange for NioCorp) appears to be open, I agree and do not think an announcement would be issued on a U.S. Holiday even if trading occurs on the TSX.
