Its a non issue IMO. They were on L2 maybe all year & when active playing the bid and ask. I don't think Doc has sold any shares yet but who knows.
Would he need to still file form 4 even though rule 144 or no need?

Are you suggesting he is selling right now? What proof do you have that any of his shares are being sold right now? I am guessing you have zero proof.

There is no dilution taking place. The price per share wouldn’t be going up if it were. Anytime there is dilution, you would see high volume and the price per share going down.
