It's not up to the OTC to do the update. They are not going around updating thousands of company's pages every time there is a change.
It's up to whoever has access to each company's page, usually the CEO or a Director.
CONrad updates the OS every time he issues a Q or K, but IMO, purposely does not update the AS's.

I doubt OTC Markets even reads the 10Q. I think they just automatically attach the filings.
