I don't get the "pad" thing. There would be no "padding" of anything. I just think it's a legit question that is so obvious, it made me wonder if there's some kind of rules against.. Actually there are, but they don't stop you from doing it, just certain restrictions. Have you ever thought about it? It's a thing. It's listed in Investopedia and I can't see what's to stop anyone from doing it except if you do it too often, like within a week, then you need to have a margin acct. in order to sell quickly after buying. Outside of that, seems like legal P&D to me...
