Problem about getting to the next level is following through successfully. That is a major problem here, nothing ever gets past the initial LOI, JV agreement etc..

If there was a even the slightest chance that there were billions in oil, seriously think about it, wouldn't one of the big boys already have at the very least looked into it? And if so, they would have already have taken advantage of the opportunity.
