Those shares issued at $0.001. Par is the value of a single common share as set by a corporation's charter. Thus the shares they are issuing themself are at $0.001. They are meaning that the only people who can sell at these levels with profit are those who have insider shares issued at par. That or dilution. Or somebody has tons of gains they are looking to cancel and are selling a hundred million shares here.
