And to add to your post, yes all commercial vehciels in USA must be registered to travel on any roadway, plus a few years ago, a new database was created solely for trucking industry which is also hampering them having needed drivers... This database kinda like what FBI uses to do backgrounds in civilians, as it lists every driver and every misdemeanor and felony, etc instantly, so anyone showing up on that database, regardless of the drivers' ability and past driving experience, is forbidden from being hired now in trucking industry.
My son handles Southest region for SWIFT trucking who bought out AAA Cooper Trucking this past year as well... He states that system is a big part why so many former drivers cannot be hired any longer today, media not covering any of it, as their "past" is keeping them from ever being hired again...
