Penny stock moves make 0 sense normally. They don't move on fundamentals, rather hype and volume so if the stars align and a pump happens, it'll move up. Throw in some surprise news and you never know.
In that situation, the price had been hit hard (too hard imo) and those with a lot of shares decided to make it run up so people that sold in fear would have to buy back in higher. It happens all the time.
