I can't be sure, but to me it seems like they realized that's a fight they can't win.

...or that winning a legal challenge to their patent will take longer than they anticipated and there's no guarantee of success. Obviously the new CEO doesn't want to put all their eggs in that basket, but it's too early to say they've given up or that they might not still succeed in establishing a global ATM network.

Meanwhile, it's very encouraging that they've established a new revenue source that can bring in immediate revenue. Their revenue estimate would justify a higher pps but we won't start seeing a significant revenue result until this current quarter is reported in mid March.
