In this particular case, I don't think discovery means commercial necessarily. Discovery means that drill data is compelling enough to proceed with testing (and the necessary license extension) with the caveat that testing must confirm a high enough flow rate before the well is commercial.
That being said, the evidence threshold to convince the Energy Ministry of a discovery is much higher than just getting a small sample of oil as occurred on MJ01.
