Shares held by the DTC would represent the public "float". In the old days, your broker would mail you physical certificates. Now your shares are held electronically by the DTC.

In order to short shares it's up to your broker to procure shares for you to borrow. No one shorts OTC stocks at 20 cents. That's a myth.
