He could take the whole bull by the horns and issue a blanket Presidential pardon to everyone incarcerated by Cannabis alone.

Wishful thinking but never going to happen. The expungement issue is too complicated to just simply issue a pardon or place it in the NDAA. Each individual case is going to have to be reviewed to determine the merits of the expungement. Cant use a blanket pardon or law for this. You also have to deal with state laws in which the incarcerated were convicted under. Not saying it cant be done, but this bill is not the bill for this.

Besides, I would like to get several boosts from various legislation initiatives. Safe now, legislation and decriminalization later
