Until the end of October not, but, dilution is happening every day, because shares were issued before but they can only sell about 30% of the daily average volume.
Example: LFAP issues 50 million shares to pay debt on July. Then the dilutor will sell a portion every day, accounting to about 30% of the daily volume.
Technically LFAP did not "dilute"(read "issued shares") since July until now, but, the stock has been diluted since then every day.
