I inquire and they are allowing orders but you have to call in or chat online to have them place it for u. When I asked when I can place the order myself, as per normal, I was told the following:

"We are waiting on an update on that from our trading operations team. Once the stock has traded OTC Pink instead of the dark/defunct listing for a period of time Schwab will remove the need for us to place that for clients to ensure its listing status. An exact time period for that has not yet been shared."
