I'd also point out the excise tax proposal is much too REASONABLE(hah-hah) as it is closer to zero than 25% as the D's Wyden, Booker and Schumer proposed. How it is managed will be the ultimate endgame (eventual interstate commerce, import-export, tariffs, quotas, etc) So what if the States have the ball and the Feds De-schedule? Solves a lot of problems and allows for incremental sj approaches state by state by referendum.
