They can’t just sell it to the company for whatever price they determine? If they sell it they have to partner with that company?

I looked up several websites about priority review vouchers and I don’t see anywhere where it says if you sell one to accompany you have to partner with them??Not sure where you heard that at https://en.wikipedia.org/wiki/Priority_review
