Good thought...maybe so.
That theory would have more appeal if there was an existing treatment for mild cases. One that halted the progress of the disease.
But there isn't one, is there? So why exclude those people from the trial if they're willing.
On second thought the "convenience" of the trial population already being hospitalized could have been the basis (given your concern).
