I don’t think you have even begun to think about the logistics of administration of a 5 day IV course to hundreds of millions of people especially when that drug causes AEs in more than 70% of those receiving it.
The drug cost is the least of the issues that make it quite impossible.

There are far too many people and not enough places to do a prophylactic Brilacidin IV. You also don't take the next gen antibiotic/viral and carelessly put it into the populace on such a large scale. Resistance would develop across many indications in a heartbeat.
And maybe the government wouldn’t pay either because a 20 dollar vaccine would cover prophylaxis?
The vaccine is considerably cheaper and is the appropriate solution for prophylaxis. The government also benefits from the control vaccine mandates/passports give it in ways beyond the cost.
