I think because one of the main ways there is ice road and environmental impact.

because of sufficient snow cover to protect the arctic tundra the roads are ice roads , not there in summer, Dalton hiway and a couple other roads are year round,, costs for real roads are much higher and much harder to get permits ok'ing them
environmentalists are everywhere up there
imagine them as paid lobbyists messing everything up
