If they are short in a stock, the OTCMarkets slow rolls a company getting current to allow hedgies to cover their shorts. This whole OTCM protecting the little guy is B.S. They did it this way to help Citadel recover funds lost by OTC traders who kicked their Ass last Jan-Feb on GME/AMC.
