Actually, it appears that the budget impact model may have been requested by the UK's National Institute for Health and Care Excellence (NICE). Durrant disclosed that it had been submitted to NICE last month at the 12:50 mark of the Baird presentation.

In the same video, Durrant said they would be having a meeting with a Scientific Advisory Board in September (16:40 mark). I don't know if he was referring to meeting with the Board, or with the FDA. The FDA did have a scheduled advisory committee meeting on the 17th.
