What are you taking about? $CUBT didn't come out and says that they're going to apply for the PRV (they probably are though). All they said was that the drug is classified as an orphan drug and could receive a PRV.

When we talk about PRV, we talk about the value it will bring to this company and the SP. This along with the other deals are why people invest including you, like you so stated.

Seriously it's only been a year since they got the IMT504. I seriously don't know how you think they could've gotten the PRV for already. Doesn't the name change tells you anything?
