Anyone who thinks this is new management hasn't read/understand the filings available to them. This is not new management. This is the old notes from 2015/2016 that Krisa stated they don't fully know the extent of, as described under section 3B "Debt Securities, Including Promissory and Convertible Notes" in the filings.
And yes, it's meaningless, because even if it were fully diluted it would still be a relatively "low" market cap at this price.
