I don't know Petrejus. Perhaps because it would be too easy for companies to announce a massive (usually cash) dividend and manipulate the stock that way. The SEC is very strict on companies manipulating their own stock. Or perhaps there is another reason.

So far I can find nothing about a so-called 90-day review period for FINRA. Not in here anyway. Perhaps I will have a better look later.
