The common share holders own .4% of 1% of the company.

The point is in the post.

"He is the guy that granted himself 50 Preferred shares which can be converted into 500,000,000,000 common shares."

That move granted him 500 Billion shares leaving the common share holders 2 Billion shares. Nice guy!!!

If the Preferred are converted there will be 502 Billion shares outstanding with 500 Billion of those owned by Frank.

That is far worse than a reverse split. He showed up and took 99.6% of the company.

Agree... Sounds like someone just trying to find a way to buy cheap shares. Those shares are for ownership and will never become common stock
