We can get some idea by following the OTC Markets PCTL page for activity.

They will need to file an new OTCQB certification, once that happens then we will know they are nearing the end of the process. Last time of course they ended up not getting past that point. But this year the situation is much clearer- not having to deal with major changes being rolled out.

Now that the company is current, it's very possible they could move forward in the process. I would not be surprised to see the certification updated in the next few weeks.
