I read that. Not sure if it was a company tweet or a filing(?), but I believed the source to be "official" so didn't question it.

OTC Markets will update the share structure in the next couple of weeks. Shares outstanding are approximately 5 billion and authorized is 7 billion. We will be retiring the majority of extra authorized shares (1 - 1.5 billion shares) when access is granted.
