This is not Japan government stating this and this is not tokyo metropolitan stating this. Both have NOT given any greenlight.

He is suggesting they do it but their leadership has not found enough clinical evidence to support using it yet... hence Japan gov and tokyo metropolitan stating they are not greenlighting it.
