Good point, but I think it was from the date the agreement was formed: July 1, 2021. July 16 is only the date the report was singed and I would not expect that to be relevant to the timeline. That would make the 8K required by 9/25.

Typically, in engineering contracts, an agreement does not begin until all parties have signed the contract which, I assume was done on the date that the companies entered into the agreement: July 1.

Let's hope for something juicy! :)
