Was VITX part of the ETRD/AMTD ruling that all trades are limited to closing transactions only effective today?

I didn't try to place a trade on VITX today as it is simply too close to my core average and i dont average down this close.

I wait for complete capitulation, which i had THOUGHT occured last week
