OTC M is not a regulator. It is the SEC that requires a grey sheet stock to find an MM to stick his neck out and file a Form 211 pursuant to 15c2-11, in effect, verifying the company is in compliance. MM's don't like doing this. Since COUV did start refiling Q's and K's, they might have a fighting chance.
