I read it differently, that they are in the process of picking up the additional 20% option, but that the value of VB has increased since the original 10% purchase:
"The managements of NSAV and Virtua Broker are presently in discussions to determine and mutually agree on the current valuation of Virtua Broker, which will serve as the basis for NSAV's acquisition of an additional 20% of Virtua Broker."
