Theory blown.

Tried to place order for QENC on Schwab. No go...sell only.

QENC has a Stop sign but a guaranteed profile & Shell designation.

TD, separate yet owned by Schwab, had $RIBS on their original verboten list. Once the Yield sign went up, $RIBS was removed from the restricted list (subsequent weekly update). So I think the brokerages are going to completely abdicate responsibility to the OTC on determining what's an at-risk OTC stock.
