20B shares @ 2.5¢ = $500,000,000. At 10¢ = $2,000,000,000. Two billion dollars.

Gives them a lot of power, options, but I have no idea.

President and Director has 700 million shares. Probably doesn't want to dilute those a whole helluva lot...
