I would go further --- for good and bad --- as a landlord

(In fashion similar to buyer of house has 90 days to find mortgage and if can not - then they are out of the contract BUT the seller has x days to find one and put it to the buyer !! done)

The landlord (any such worth their salt) can - from day one of a claim to them - verbal or written - official or non official - apply for landlord aid and any and all conditions on the tenant so required and then accept such payment and any condition it puts on the tenant

i.e. the post suggests EVERYTHING waits while a tenant applies for X and the approval of X and the payment of X by tenant to landlord

No landlord should be prevented from - in that time frame - applying for the same aid (as a shadow to tenant) or to landlord aid - which I believe is out there
