I tend to believe it's uploaded and then reviewed, and only because another ticker recently uploaded their financials which everyone then questioned if someone in grade 5 worked on them. If they were reviewed before, it most likely wouldn't have been public...but who knows. That company along with many others on here are cleaning up previous disasters to become current, and doing it in a rush, so a lot of financials are going to look coloring books.
