It's an understatement that I am confused. If 49% approved and 3 or 4 percent voted "no", that means nearly 47% have not voted. Isn't that correct?

I think i read that number somewhere in their information after first vote date failed...
See if i can find it.
But is that 3 or 4 percent of total shares?
So about 96% of shares voted, if thats correct. ?
